Actually, if you watch the whole video, you'll notice that all the cars bounce quite a bit at the same spot. It looks worse when the cabbage at the end goes over the bump because there aren't any cars behind it to mitigate the bounce.
I've ridden a few times on Amtrak in that area and noticed there's a very rough patch that the trains nonetheless seem to take at speed. I don't know if this is the specific place I've noticed, however.
There isn't. The one at the north end is an NPCU (Non Powered Control Unit). It was an F40PH, but the power unit has been removed. However, there is still a control stand inside. This eliminates the necessity of turning the train around in Portland or Eugene for the return trip to Seattle.
