The Romans also had the powerful composite bows at lest in the ADs. Also the Roman army had the first professional army in Earth and this was after the battle of Carrahe... So the Roman army was much bettor then it was in the battle of Carrahe...

after that the army was more organized and so came the legionairs hence they where the first to use the testudo as a formation not the hastati
Yes slowly but very affective... Many histories in that time describe the Testudos bing used in lots of battles and in siege as well. It even has stone carving we can look at. The testudo was indeed use in siege warfare; the Roman infantry was in very well shape perhaps bettor shape then modern armies! Theirs lots of things that they did that people think it would be too tiring...
Those guys are hastatis - their semi oval shield are not the square shields used by legionaries...they were not used to form testudos.
And the testudo is the most overrated formation in history...8,000 Parthians annihilated an army of 30,000 Roman legionaries in 49 BCE in the battle of Carrahe...proving that testudos were useless against more powerful composite bows and cavalry charges.

The SWAT and other forces in the world still use the testudo... It's a good formation
I have some knowledge about the hastatis, but it looks like the testudos worked with them well. I would not dout that the hastatis did the testudos...
