Kyoshi performs the Kata as it was performed of Old. Not many perform the Kata in this manner fearing that with teh New Martial Arts teaching and judging it may be perceived as ineffective bobbing or getting tired in the stance. Tradition in the "New Era" Martial Arts practice is a lost detail, hence the poor quality of Martial Artists produced to follow the Legacy.
Kyoshi Marquez was a direct student of Shinjo Masanobu for many years at the Shobukan hombu dojo in Okinawa. You will see the same body movements in videos of Shinjo Sensei and some others in Okinawan Goju-Ryu. The rising/sinking is intentional and coordinates the breathing and dynamic contraction/expansion in the kata.
