Sad to say, foster homes can be more abusive than the child's home where they were being abused in the first place. Foster parents can legally get away with it because states are short of foster homes and can't afford to be picky and they legally have the right to enforce any punishment that works. I have been in foster care for 4 years and have had homes anywhere from not feeding me to having to undress in front of them to being choked. We are street rats, nothing more and nothing less.
