Not if you only play it in Custom Games. Bungie is surprisingly lax about Custom Game mods; they tend to care more about Multiplayer mods, etc. Just be sure to NOT put the map in your File Share, because that still seems to be a problem for some reason...

Get an Xport. No, infact get a Jtag'd xbox. You can only do MAJOR mods on a Jtag xbox, but they cost around $300 dollars.
