Really, the earth ground is not required for working on a computer. The advantage of earth ground is the large sink capability. As long as you are at the same potential as the computer then there can be no static discharge. ESD is low current source and the computer chasis is plenty sufficient of a sink for ESD. So, the mat and wrist strap is sufficient to prevent is ESD because you, the computer and the mat will all be at the same potential.
Great video. One thing I would add. If you are making house calls, before plugging your static mat into an outlet, I'd recommend using an outlet tester to make sure you don't have a hot ground. Lord only knows what people try and do in their own homes :)

I wouldn't recommend the 2nd method! While the PSU is turned off it doesn't matter that it's grounded, there still flows current through its null to grounding points and thus to the case. You can feel that by rubbing while barely touching an interior edge of your case with a wrist or the dorsal skin of the arm. This was my experience using cheapo to brand PSU's... and all of them behaved the same way.
So just unplug that power cable, touch the case first, then you can work.

With just a wrist strap you can be grunded but if the computer is at a different potential then you can discharge current to the sensitive components. Use caution when employing the "touch ground" method. As soon as you break contact with the grounded chasis you can build up a triboelectric generated static charge through simple movements. A wrist strap is a more relible and effective grounding method and also offers protection from electric shock via it's current limiting resistance. Working around a plugged in power supply is hazardous.
He wasn't grounded when he pulled the card out of the anti-static bag.

I have a few questions:
1) All the wrist straps I can find on newegg use alligator clips, how should I ground myself?
2) Is it even more effective to use both a mat and a strap?
3) Is it actually safe to plug yourself into an outlet?
4) If I can't use an outlet would it be effective to attach the strap to the case?

Yes. The wrist strap or grounding mat plug gets plugged into the ground connector on the three pronged outlet.
