Why arnt they using this technology for doing good instead of waging war?:( the famines in Africa would end with regular rain. The could prevent snow and rain in the areas that suffer flooding. Maybe dissolve tornadoes before they kill families, but these doers choose harm and not mercy:(
@creativeprojects720 supposedly haarp can bounce it's signal off the bottom of the ionosphere to reach over the horizon. There is also a station in Peru operated by the US i guess. It was mentioned in a part earlier in the documentary. I'm not sold on it yet, but interesting to think about...
