Protection is very limited, Warning would come too late with no-offer buy-it-now items. Ebay should allow seller discretion regarding low-history or high risk buyers, especially in higher risk item categories.Ebay supports a culture of fraud by rewarding false "item not received" claims: Ebay often ignores proof of shipping and ignores long established reputable members testimony and welfare. Your valued and cherished items are at serious risk on Ebay, their system needs reform.

Ebay has a great responsibility & opportunity to establish safe transactions with a fair two-way feedback system of transaction reporting. So far they have failed by reasonable standards. Feedback and Paypal policy is exploited by fraudulent buyers to succeed with false "item not received" claims. This happens far too often without proper recognition of and despite proof provided by standard shipping documents. 98% of the time there are no on-line USPS international first class tracking updates.
