@thefranciswatts While I get your drift, I think it's just that the "rocket" is generally considred to be the whole vehicle while the "rocket motor" or "rocket engine" is just the powerplant of the vehicle.Therefore the device depicted in this video is not a rocket since it cannot function standalone as a vehicle.
