The US shared Aegis technology with Japan because it is an island nation with only a small self-defense force. Japan needs all the protection it can get from hostile East Asian neighbors like North Korea and their "ding dong" missile development (Taepodong2). Kim Jong Il launched missiles into the Sea of Japan as recently as 2006, so Japan does need protection from ballistic missiles. Then you have the South Koreans deploying more of their own troops to Takeshima, claiming it as their own...
