What memory type didn't really matter back thensince ati had a low memory interface and high rated memory and nvidia had high memory interface but low rated memory. I only picked the gtx 295 due the good volt overclocking.

there ya can see gta4 is unoptimized. ive got a dualcore processor (its a quadcore soon :D) and got 26-28 fps and you have 28 fps with an I7 =! i know, i can play only almost minimum settings and youre on maximum. if rockstar had made it right like the makers of crysis or cod6, you would have 60 (min) fps...

you should be able to get to work, just will have to use low settings untill you upgrade. A 9800gt or gtx will help you out greatly assuming your not running a celeron or sempron processor.
