Nice. I'm from Trinidad, the southern Caribbean. The spirit of African music really does flow through each and every island in the chain. This video reminds me of the traditional dances we have here, even the lady's dress is similar to the dance costumes used. Thanks for this.

if you live in the US , i think its a little hard to find. im not sure cause i dont live there. Its sort of hard to find in Puerto Rico but there are certain stores that sell these kinds of puerto rican things. not sure where in the US though..
To get a proper bomba or plena costume in the states you usually have to get it custom made. If there's a bomba/plena dance group in you area they can probably give you contact info for the costume maker.
Most cities with major Puerto Rican populations have bomba/plena groups. I know Chicago, Orlando, New York, Boston, Hartford, and New Haven all have at least one group in addition to the numerous groups in Puerto Rico. You might want to try one of them and seeing if you can have the dress shipped to you.
If you're looking for a skirt just for practice, you can a large sheet and either sew in an elastic waist or tie it at the waist.

The upper body needs to move more fluently, softer; skirt being flailed (jerked) around too much and not flowing like the waves of the ocean
