  • @Incizor1 The law states a person can only be elected for 2 terms (whether consecutive or not)(also, if serving at least 2 years of an inherited term this counts toward the 2 term limit). It was put into place after FDR died while serving his 4th term of office as President (1932-1945). Before that it was just tradition following the precedent of Washington who stepped down after 2 terms and refused a third.

    No, Clinton's surplus years were on-budget surpluses, meaning that they were NOT derived by including Social Security. (OMB's "Historical Budget of the USA" pdf, I think it's called, shows this.)

    Clinton didn't do huge deficeit spending to stimulate the economy. But the two men faced different circumstances.

    How did you conclude "haven't worked"? Do you claim know a policy that would "have worked" better? Obama began his term with the worst US & global meltdown of the economic system since the Great Depression.

    The most significant cause of the 90's boom was the "peace dividend" at the end of the Cold War. At the end of the 90's, the dotcom boom helped too, I agree. But so did other things, like overall prodcutivity gains from PCs and the internet, and all those former defense resources and capital pouring into the private sector.

    All presidents can hurt an economy, or aid it moderately, but their fiscal policies aren't the direct "cause" of a good economy. They get too much credit and blame for "thier" economy. Clinton faced conflicting pulls from the dems about how to use the peace dividend. He chose fiscal responsiblity over restoring the social spending cuts. That decision played a major role in allowing the economy to flourish. Give him his due.
