I'm pretty sure it's a baby begging for food. I'm also guessing that it's food dribbling down it's front, because my lutino was a lot like that when I got her
@Ryancannon95 The bird your refering to is the whiteface lutino who was only 6-7 weeks old at the time of the video. The stuff on her chest is food as I had just finished feeding her, all my babies are hand fed. The noise, is the noise all baby cockatiels make when they are "begging for food" cockatiels make that noise until you walk away. its like they dont know when they are full. lol
