This is not called Death Waltz and was not composed by anyone named John Stump.
Name's "U.N. Owen Was Her?", composed by ZUN of the Touhou series in 2002.
This stupid misnomer was started in 2010 by an idiot who posted this song with an intentionally deceitful title.
Search Touhou Music on youtube, etc.

@atan0k I really had a feeling that this piece had a different title. I saw the original music score by John Stump and it looks nothing like the way this popularized version of "Death Waltz" sounds like. Thank you for letting me know. I'll do some more research about this piece and I will change the title if needed :)

Not John Stump at all. Fuck Guerep7 for posting that UN Owen Was Her? remixed by "Cool and Create" is Death Waltz. It's not.
First (oldest) vid posted by Guerep7 on youtube with by UN Owen Was Her? remixed by "Cool & Create" music and "Death Waltz" as the title. The description reads:
