There is no censored version of the second game. PAL version is the same as the US one and it's not even out in Japan yet.

I'm pretty sure I remember them specifically announcing that the Japanese version WOULDN'T have blood, because everybody thought it would. The fact that Shinobu's hand is reattached in the sequel is more evidence that the uncensored version is the true one, since she doesn't even get her hand cut off in the uncensored version.
