When they first started coming in, Israel sent troops to the area and, of course, couldn't find the hamas who launched them because they're dressed like civilians. So, they warned the palestinians that they needed to rein in the hamas. In response, they voted them into their government. When the average # of rockets DAILY rose to 24..
