Isn't there a fear (however irrational) that someone's going to "abuse the system"?

The thought is that someone is going to be dumb enough to break the system.

I believe however that if we actually work to get people the things that they NEED, they won't go scrambling for minor islands of power (the ability to leverage scarcity - and/or control of some commodity - over other people who need the same things).

Have we EVER given people what they need?
