My dogs had a hard time pooping in snow I suppose because they couldn't smell anything with the cover. Used to piss me off big time. So I hit on the idea of leashing them, pacing back and forth saying out loud, do your business several times. If they didn't poop, inside the house we'd go, in their kennels for 15 minutes. Then I'd try again. After about the third time, it worked. No issues after that.
LOL we have a red (Xena) and a black and tan (Echo) Min Pin too, also a Min Pin mix (Buddy). Looks like your two like the snow about as much as ours, which isn't much! LOL
