Not actually... they can fly steeper down without speeding up. Minimal flying speed with airbrakes ON is higher than without them. We just brake with them flying "downhill", or use in cases when we dont want to overspeed the VNE limit.
They are primarily used to control glide path on the landing approach. They lower the lift and rise the drag of the wing and that resulted in the lower glide ratio.
