Steptoe was first shown in 1962, this film was made in 1963, not a lot of time between the two!

I wonder what Ronald Chudley and the little girl are doing now or even if they're both still alive?

The junk man in this sequence is a little like old Albert Steptoe - the music that accompanies him is similar to the Steptoe and Son theme - also written by Ron Grainer, probably a bit before this.
