Small businesses thrive due to savings, not debt. Many are already in debt, so the solution is more debt? So we free up some credit, people get the attitude that they can't afford not to start a business and a small business is created. The government basically encourages unwise investments.

FYI He can't use re-payed funds from TARP. The TARP LAW specifies that all re-payed funds will go back to taxpayers to lower the debt. If he uses those funds he is breaking the law. Actually Congress should all be impeached for handing over legislation of TARP to the executive branch. That is against the constitution.
