Also, are you sure there is no level scaling? Were those L9 Rabilions there before? Also, can't you scale by going into a Godbeast dungeon, fighting enemies and then leave without killing the Godbeast, go and kill another one, and then come back and have the original enemies level up?
@HCBailly Uh-oh, you might not like Lunar SSSC...well, if it's any consolation, ONLY the bosses scale with the hero's level in those games--not the regular enemies.
