It's not a very good analogy, because Casper wants people to like him, but they are always irrationally afraid of him, and create the mayhem themselves, in their intolerance. This is why Casper is a sympathetic character.

Whereas white people (more correctly: colonialists, starting with the roman empire, and most recently with science and so called "democracy) go around creating havoc by forcing their culture of rape on indigenous peoples.

Yes, that's exactly what I said. Your profile of the behavior of white people is correct. I just don't think it bears much relation to Casper the Friendly Ghost.

Keep in mind, also, that the romans declared the celts to be "barbarians" and set about wiping out the indigenous culture, stealing their resources, and imposing empire upon them. Whatever atrocities europeans were guilty of, remember that they were victims before they were ever perpetrators.
