It's really too bad that they couldn't get the budget to do the shadow proclamation properly. Apparently it was going to feature an eight foot tall adipose, a raxico... however you spell that (good slitheen) and just about every other potentially peaceful Dr. Who race from the new series.

They couldn't fit it into the budget so we got some Judoon and the albino woman.

They got the budget to do the end of time bar scene, but I would have loved to have seen the Shadow Proclamation as it was supposed to be.

I suppose we can just say that all the other races were hiding out in the back room somewhere and this was just the reception lobby. :)
