it was added for sims 3 sims 2 had no such tool i belive they must haved added it after seeing a the houses in the custom content pages with make shift basements

@MariamT96 its next to the garden tool, go to the work section that is below the furniture section and then when u r there click the shovel, then click wht u want

in the ground options. hover over each option at it will say Level troggle, if that does not work then you may have a bad CD call your local Best Buy or were you bought the CD and ask them for an exchange and tell them your problem.
