The rule being quoted here is in place mainly to prevent something like the "holy roller" debacle. In this case there had yet to be a change of possession, so Troy could not be seen as trying to move the ball forward for his side as his side had not gained possession.
In other words: The rule is meant to prevent the offense from using a batted-forward fumble and then recovering for a first down versus recovering from the spot of the fumble and having to punt or lose the ball on downs.

It is ILLEGAL to INTENTIONALLY bat, swat, punch (whatever you want to say) a loose ball whether you are on Defense or Offense. The refs missed the call and being a penalty, it is not reviewable. UNINTENTIONAL contact would not be illegal but we can all see that the play was intentional. Stuipd play by Troy as it could have given the ball back to the Patriots. He should have just fell on it as he had the best angle on the ball.

@TheH8ter Punting the ball and punching the ball are two different things. I can't post the link but if you go to the NFL website it clearly states what Polamalu did was illegal and is a penalty. If the ball was unintentionally kicked or hit, it would be legal and the ruling would be correct. But you can't tell me that the punch was unintentional as he clearly meant to punch it.
