Where does the water go after it has gone in and cooled the cylinder, would the cylinder keep filling with water?

The condensed water from the cylinder is ejected into the eduction tank and then drained off into the main water tank and then re-circulated.

The steam is just for heating up the cylinder then water cools it and atmospieric pressure pushes the piston down with alot of force

Almost correct! The steam in the cylinder is sprayed with water. This condenses the steam and produces the vacuum which lets atmospheric pressure do its job.
