I believe the reason he used the term "audiotaping" is because, while a camera is obviously used for video recording, there are laws that the "authorities" are allowed to interpret regarding "wiretapping" without notification or consent, despite the fact that no wires are in fact being tapped. There were recent developments with this issue that could lead someone making a record to use discretion and highlight the audio part of said record.

Actually, the number one reason for parents choosing to home school their children is concern that their children are not safe in schools. NH doesn't have the gangs that other states have. Home school became popular first among black parents who felt that their children received an unfairly poor education. Nowadays with a 50% national dropout rate & 1 out of every 8 kids is illiterate, public school may not be the best choice for parents when public schools can clearly not do the job.

If public education in the US was funded as much as it is in Europe those dropout numbers would fall significantly.

No, parents home school because their kids aren't getting a good education at public schools. If I could afford it after the state taxes I would send mine to private schools. Homeschooling for me has zero to do with religion. EU schools attach funding to the kids, not the schools. EU parents have school choice not mandatory assignments. If a school is bad it loses funding due to lack of enrollment.  Don't delude yourself more money in our current system will not improve it.

To be honest, I worked in, but not for the school system. I went through tens of thousands of record preparing them for microfilm. Kids that were home schooled had to be tested by the school to make sure that they were up to grade level so they had a special ed file on them. Every single one, I mean every single one, the kid tested 1 to 3 grades higher in every subject. Not one failed to meet the schools standards. No one will convince me that home schooling will fail the student.
