In normal English conversation people will bring up a subject that they define clearly (eg immigrants) and after it is clearly defined what is being talked about, it becomes no longer necessary to state the full title of who you are referring to each and EVERY single time you want to say something.
Using the word "they" is simply an abbreviation for the group being discussed. In this case immigrants.

It's also the hand sign of the University of Texas Longhorns. Have you ever heard the phrase "hook 'em Horns"? I know that it's also a sign that's used to "salute" the devil. The Bush family used this sign and W. Bush is a Texan, as is Ron Paul. It could be used as a "hook 'em Horns" sign, but that doesn't explain why other "world leaders" use the sign. I and other people like me can write our politicians until Dooms Day but....people like Janet Murgia of La Raza gets plenty of representation in Washington and in fact gets to sit in and negotiate in decisions herself.
