@kansas66204 that type of of practice is considered fraud under law . i was a comic book dealer for many many years and had a few stores . When a person asks you what something is worth , you can't lie and buy for very low or you are committing fraud . you can say , example : in the condition it is worth $x x.00 , and then make a low offer and that is not fraud .
Even more rare than the Detective Comics #27 find is video of Todd actually being in one of his stores for more than a minute! And if this was filmed on a Wednesday, even rarer still!

Alan Moore's The League of Extraordinary Gentlemen #5 and DC comic's Elseworlds 80-Page Giant are the two rarest comics in the world.
