This is because, if you've got the puck, and the other team gets penalized, you should not be punished by stopping your offensive rush. Because a goal scored by an offending team is waved off during a delayed penalty, the team about to go on the power play will OFTEN pull their goalie to get a 6-5 rush. Why not? They can't score.
