Tojo was Prime minister of Japan in WWII. 'Tojo never made it to Darwin' refers to the Japanese Prime Minister of WWII. It's a figurative term about Japans ultimate failure to invade Australia.

He also said this is the only one of his songs about which his father, a returned serviceman, had anything nice to say.
