Finland and Norway were in English. X-D Belgium was French which has always been popular. This one is probably at the biggest disadvantage language-wise. I believe it's most because of the countries and these were not among the most beloved ones back then (some remain rather unpopular nowadays). This is one of the best songs in German in the contest, probably. :-) It's the dress that bothers the eye. X-D
