i have the same problem however i have been reading on the internet that patching the game to 1.1 and that you don't have the Scrounger plasmid equipped should fix this bug.

Well here is the solution, simple and non-tricky
I found a safegame from exactly after looting the safe, so you can just continue playing. And there you go, simply put it in "Documments/Bioshock/Savegames" start and load the game. Download from here: wwwDOTsendspaceDOTcom/file/s1m90g
(Replace the DOTS with ".")
The Guy seems to be "good" although not 100% but good enough for me :)

@blackdog2612 FORGET all those "run directly to the safe" advices. What you need to do is download the "Vitality" version of the game, get the 1.1 worlwide patch, install the game, install the 1.1 patch, and only after that, copy the crack file. DO NOT COPY THE CRACK BEFORE YOU APPLY THE PATCH, or the installation will be screwed. Install the game, apply the 1.1 patch and then copy the crack. It worked for me.
yea hi i have the same problem bat i know how to fiks it your version if bioshock for pc is 1.0 like mine bat this version has got a lot of bugs. you yust need to update it on version 1.1 or i think hther is newer version 1.2 and you must find new crack for new wesion (update) crack it and play :)

have you tried searching her body, then playing the tape. THEN going to the safe. I had a problem at first also, but then i played the tape and it finally let me get the safe's contents

It's a glitch that seems to only occur with the PC version. I have played it on Xbox 10+ times and this has never happened.
