Civilians must keep off the Police Force. Reforming the Police is not a process that will happen overnight and its antidote is not picking on an untested civilian “Kurutu” to head it. Just as much as we cannot have a Church Reverend become a Chief Justice, the person to head the Police Force must have an appropriate Police or Military training. Otherwise the Police will become more corrupt than it currently is with unpredictable civilians like Nancy Baraza at its helm. Civilians keep off!!

well said Prof. Saitoti..but I still believe we need an Inspector General who is qualified from the police ranks...but not a civilian...otherwise selecting somebody from the outside will look like disrespecting our police officers..(.just my opinion.).
