Maintenance removes all updates that are downloaded from Xbox Live. This allows you to do game glitches when not connected (for points).  If the game also starts not playing correctly, this can reset the game so that you can and download all updates.

it didnt solve my game problem, Halo 3 still fails to download content for campaign for any account which has xbox live online or offline, but works for temporary profiles and non xbox live accounts

If you're having game problems, it deletes all the game updates. You can also us this to perform some glitches that the game patches fixed.

You need to do the maintenance to remove any patches and updates. That allows you to perform some of the old glitches (like the rank boost in Ambush or a rank reset back to recruit).
