Hmm, did you put your aleady-fried sausages into the preheated dish first, THEN poured the thick batter over them? Is your dish small diameter enough to ensure that the sausages are (almost) completely submerged in the batter at this point? In any case, floating sausages are nothing to be ashamed of. ;)
Toad in the hole is supposed to be like a brick. It's a stodgy British recipe. A pudding if you like. Sure enough it should rise and crisp at the edges but it should be heafy & stodgy in the middle where the sausages are nested.

No, it's a traditional english recipe. I just tweaked the amounts of ingredients, and the cooking conditions, until I got reliably good results.
