When they do that to themselves it's called prening. I think that's how it's spelled. They have a gland that oils their beaks so they spread it on their feathers making them waterproof. This allows them to swim and even fly in the rain.

i used to have cockatiel who would really like to take showers.one time it ended up in the shower and it was just have a great time! i wish i would of recorded it but sadly he flew away
No, definitely a boy! You should see the way he displays and tries to claim authority! He's a white-faced cockatiel, hence the lack of orange/yellow. White-face girls have striped bars across their tail feathers I think.
