This does get your attention, I saw one on a BMW and was wondering where he got it. It flashed all of his brake lights in a strobe pattern for a few seconds.
These really do get you attention VERY VERY well for some reason. I have seen them on tractor trailers sometimes and even if I am not directly behind them I find myself noticing them when they brake.

It seems like the brake light has a bad connection. In my opinion, not all that great.
