No he isn't really that romantic. He's genuine. That's what makes him "romantic" the fact that everything he says to Topanga is completely genuine, he loves her and he means everything he says to Topanga. To have a boy who is that genuinely in love with you is what makes Cory "romantic" in that way to girls.
