If you look at Revolcane in the original Kamen Rider Black RX series it glowed and was used as a finishing weapon. Here he's using a stick and slicing monsters with it.

In the original Kamen Rider RX his Henshin was way cooler and here he's just pretty dull.

My guess is that it was AU Rx (and Black). The original's glowed as seen in All Rider vs Daishocker. Another anomaly: the AU versions were separate characters altogether.
