Dr. Light created Protoman as his first, but never finished him. He then started working on Megaman(Rockman). Protoman didn't like this and ran away, he was in need of repairs and was on the verge of death when Dr. Wily found him and repaired him. This is why Proto works for Wily.. but after battling megaman, proto now sees that megaman and him are very much alike and soon they both figure out they're brothers. Protoman for life!!

but generally speaking i think most can agree the robot masters are never the hardest part of a level, its getting to them with enough lives or e tanks left to actually defeat them. probably among the most intense gaming moments is going into the fight with no lives left, no e tanks, and maybe half health.
