Saying that government employees can set parameters for constitutional protests is akin to saying we have freedom of speech but we'd better not say anything they don't like. Freedoms don't exist unless they can be exercised. As long as the demonstrators are peaceful, police should be protecting them, as they are sworn to do, not harassing them.
