The parliament elected Mossadeq, but it was ultimately the decision of the Shah to appoint him. Again, when one person has the final say, it's not democratic. Although Soviet threat may have been hyped it cannot be disregarded completely. The US could not afford a soviet take over in Iran during the hieght of the Cold War. And the Shah was viewed as the strongest man to prevent this. Also, remember, for more than two years before the coup the US pushed for an agreement between Brits and Mosaddeq on oil dispute.
