What are you talking about? He bombed the stuffing out of the serbian army and took kosovo with hardly a fight. And he stopped a humanitarian disaster. All this without provking a popular uprising against his troops. Much of this was because he did things consensually rather than by bullying the rest of the world. And because he never endorsed torture and human rights abuses.
