yes you can apply the stencil. That's how they did mine. just gotta make sure to dry the lip off very well. However, if you are a scratcher (like myself) and are considering doing one at home I would advise not to because the lip is such a different skin composition there is a much higher risk of causing damage

and usually to answer the question, lip tats are generally one of the cheaper types of tats that you can get because they are going to be small and done with fast no matter what. Where I live, there are per hour minimum prices that average about $70 an hour ( I live in one of the most expensive states to get a tattoo) and that's usually what it will end up costing: either the shop minimum or not very much more than that

If you get the touch up from the same person who gave you the tattoo--if they're good, they'll touch it up for free, because basically they're going back and getting everything they didn't get the first time. If you go to someone else to fix the first person's mistake, they'll charge you, probably not too much though.
