So were the crossing lights just not connected yet or was it a malfunction. Usually when they are not ready for operation, they turn the lights away from traffic or cover them with cloth so it is apparent they are not in working condition yet.

lol you filmed it in thecar, lol, and why was he running with the cars, he shuld have just hopped on, lol, adn they are very squeky, sounded like he ws trying to move with the brakes partially on, and he braguth more down then he did take away
