(im 11 tell me if i got this right) water has an outer layer that soap breaks to clean you milk contains water as the layer breaks its pusheed to the side thus causing this its not a reaction

The detergent affects the surface tension. When it is added the tension is broken enough to send the dye sinking rapidly to the bottom of the dish.

detergent does effect the surface tension, however the reason the food colour moves is because the dye mixes with the water. detergent molecules have two ends, one is attracted to the fat in the milk while the other is attracted to water. this causes the detergent molecules to be pulled between seeking water and fat. Try the same experiment with warm milk or milk with different fat content and see what happens.
