Basically anybody knows people will oppose drug abuse and they'll still deal for profits. Nancy Reagan handled it poorly. She focused mainly on children. From my own personal experience, children's state of mind changes when they hit puberty. Not that I've ever done drugs before, but I, and many psychologists, can tell you that you witness mood change when puberty comes.
